Bibliographical Information note

Ernest Clifton Rankin was born on December 10, 1864, to Nathaniel P. Rankin and June Wharton Rankin of Franklin, NC. He attended Davidson College and graduated with a degree in law in 1886. He worked for the U.S. Department of Justice as a clerk until 1910, when he was appointed to the position of examiner for the Department of Justice. He continued as an examiner, eventually being promoted to supervising examiner, until health problems caused him to retire in 1933 at the age of nearly sixty-nine. 

As an examiner, he was responsible for oversight of the federal courts and their employees, which often included checking financial records and expenditures by court employees. His career took him all over the United States, including work in the Western District of North Carolina. The records in this collection document some of his work in the Western District.
